The decision of problem of upgrading of management of SAC is considered the electromechanics of motive-steering complex of submarine vehicle. For taking to a minimum of influence of assumptions on quality of management it is suggested to draw on the system the specialized designing complex, in the complement of that educational-research laboratory means enter the "Stand proof-of-concept SV-1", intended for research of efficiency of the systems of automatic control by the electromechanics of different sort of current of motive-steering complexes of submarine vehicles, worked out, made and approved, metrology attested. At planning of "Stand proof-of-concept SV-1", one of basic criteria of fitness of the developed equipment, accordance of measurands was set in a requirement specification, both in the static and in dynamic modes. For the concordance of work of measuring device of frequency of rotation with the pay of input-conclusion of computer and by the package of Simulink of environment of MATLAB, it is worked out and created. Possibility of application of the worked out device is experimentally confirmed with the set exactness in control system by an electromechanic.
